The city was founded on January 1,2005 with the merger of the city of Kuroiso, and the towns of Nishinasuno, and Shiobara in Nasu District, Tochigi.
As of August 1,2005, the city has an estimated population of 115,341 and the density of 194.56 persons per km². The total area is 592.82 km².
