| • | Fans agree on several "qualifications" that can define a draft steal. They are: (a) - the player was drafted in a later round in any NHL draft (steals will usually be first found in rounds three or four), (b) - the played had a definative impact in the NHL at some time in his career over a span of at least several seasons, and (c) - the player was a core component to the success of a NHL team in a specific season (AKA a playoff run). Besides the "qualifications" stated above, NHL fans can rarely agree on other stone aspects of a "draft steal". Another fact of notice is that Russian players such as Igor Larionov, Sergei Makarov, Sergei Fedorov, Pavel Bure, and Valeri Kamensky are not on this list. These players do fit the definition of a draft steal (since they were drafted in the later rounds and all had successful careers in the NHL), but they will not be added to this list. They will not be added (and if anyone decides to add them, they will be reverted to the last edit of this list) because of this simple fact: they were drafted in the era of the Soviet Union. At the time when these players were drafted, the USSR was still in existence (even though it was crumbling at a rapid rate at this time) and the Cold War was still an active war at the time. The USSR never signed an IIHF agreement to send their top young talent to the NHL, and so any Communist Bloc players drafted were done so purely on a speculative basis, using late round picks that would not otherwise reasonably result in NHL-caliber players. However, several years after these players were drafted, the USSR relaxed its policy of their hockey talents and sent Larionov, Makarov, and Bure over to the NHL in 1989. Over the next few years, a massive influx of Soviet hockey players entered the NHL (along with such several-year wonders such as Yuri Khymylev and Nikolai Borschevsky). Due to this reason, Soviet players drafted before the USSR collapsed will not be added to this list.
